Google Creative Asset Compliance Change

Did your image ads get limited or disapproved seemingly out of nowhere? This could be thanks to Google’s ad policy crackdown and one Google Ads AI Max setting we always turn off: Final URL expansion. Now, Google penalizes image ads with arrows, fake buttons, and “click me” boxes. Sound like your ads?

In this article we’ll walk through:

  • What counts as misleading ad design under Google Ads policies
  • What to change in your creative (do and don’t)
  • How to fix or appeal a disapproved image ad
  • Why we keep Google Ads AI Max on but turn off Final URL expansion

As a marketing agency that has run Google Ads accounts for 15+ years, we stay on top of Google’s constantly changing rules to help small businesses get their ads seen by ideal clients. Let’s explore exactly how Google changed the rules (yet again) and how you can avoid the fallout.

Ads limited right now? Book a quick call and we’ll look at them with you.

WHAT COUNTS AS MISLEADING AD DESIGN UNDER GOOGLE ADS POLICIES?

Misleading ad design is any ad that makes it hard to tell you’re looking at an ad, or that pretends to be something you can click or use. It falls under Google’s Misrepresentation policy.

Google’s own examples include:

  • Ads that look like system warnings, error messages, dialog boxes, or menus
  • Features that don’t work, like fake close buttons or text boxes
  • Download or install buttons or icons in image ads
  • Moving and clicking arrows
  • Standalone buttons in image ads with no clear context

In simple terms, this means you can’t have the little box with the down arrow saying “click me to download.” If the image looks like something you can tap, Google treats it as misleading. That doesn’t mean every icon is banned. It means the image can’t pretend to be a button.

Google updated its misleading ad design policy article on August 20, 2026, adding more examples and clearer wording. Google says enforcement itself didn’t change, but the new examples make it easier to see which creative gets flagged. If your image ads were limited recently, check them against the list above. And know that you’re not alone, the new enforcement is hitting advertisers across the industry, not one or two accounts.

WHAT SHOULD YOU CHANGE IN YOUR AD CREATIVE?

Strip out anything that looks interactive. Keep the story.

DO:

  • Tell a story with the image: the finished job, the happy customer, the before and after.
  • Put your offer in plain text, not in a fake button.
  • Make the ad clearly an ad, with your brand visible.
  • Match the ad to the landing page. Everything your ad promises should show up on that page as real text.

DON’T:

  • Use arrows pointing at a “button” or “click here.”
  • Add download, play, or install icons to image ads.
  • Design anything that looks like a pop-up, warning, or close button.
  • Cover the image with a big standalone button and little else.

HOW DO YOU FIX OR APPEAL A DISAPPROVED IMAGE AD?

Decide if the flag is real, then fix it or appeal it.

  • If the ad breaks the rule, edit it. Remove the arrow, button, or icon and save. Google re-reviews the ad automatically, which typically takes 24 to 48 hours.
  • If the ad follows the rules, appeal. You can appeal the policy decision from inside your Google Ads account and ask for a review. Sometimes Google is wrong.
  • Don’t ignore it. Google says misleading ad design violations won’t suspend your account without warning. You get a warning at least 7 days before any suspension. Repeated violations still put the account at risk.

We check disapprovals every single day in the accounts we manage, because a flagged ad you miss is lost leads every day it sits there. More on that routine in What It Takes to Get 16.92X ROAS in Your Google Ads.

WHAT IS GOOGLE ADS AI MAX, AND WHY DO WE TURN OFF FINAL URL EXPANSION?

While you’re in your account fixing creative, check this setting too. It’s one of the “helpful” defaults that’s automatically checked when you turn on AI Max.

Google Ads AI Max (AI Max for Search) is Google’s bundle of AI features for Search campaigns: broader search term matching, text customization, and Final URL expansion. We keep AI Max on. AI Max is how we get more of our Search ads into AI Overviews (the AI summary at the top of many Google results). It isn’t the only route there (broad match and Performance Max can show with AI Overviews too), but for the Search campaigns we run, it’s the one we use.

Final URL expansion is a different story. We keep Google Ads AI Max on and turn this one setting off.

Final URL expansion lets Google switch your pages. If Google thinks some random page on your site is more relevant than the landing page you set up, built out, and optimized your ads around, it swaps it. Now you have people going all over your site instead of to the curated page you built for ads. Google also writes new ad copy to match the page it picked, and when Google swaps the page.

For bottom-of-the-funnel small business accounts, we want to be really good stewards of every click we pay for. A true small business might have 10 pages: one page per service, an about page, and a homepage. We don’t want Google sending paid clicks to those landing pages with everything built in, including our best practices for conversion. Those swapped pages may not even have the tracking your ads depend on (more on that in our post on Google Ads call tracking).

A big enterprise company running Search campaigns on a 1,000-page site? Sure, turn Final URL expansion on and let Google get people wherever they want to go. That’s not most of the businesses we work with.

HOW TO TURN OFF FINAL URL EXPANSION (AND KEEP AI MAX ON)

FOR AN EXISTING SEARCH CAMPAIGN:

  1. In Google Ads, open the Campaigns menu and go to Settings.
  2. Click the Search campaign you want to change.
  3. Click AI Max in the section menu.
  4. Under Asset optimization, uncheck Final URL expansion.
  5. Click Save.

FOR A NEW SEARCH CAMPAIGN:

When you turn AI Max on during setup, Final URL expansion is checked by default. Uncheck it before you finish.

Leave text customization alone if you only want URL expansion off. Turning off text customization also turns off Final URL expansion, but you don’t need to go that far.

FREQUENTLY ASKED QUESTIONS

WHAT COUNTS AS MISLEADING AD DESIGN IN GOOGLE ADS?

Ads that make it hard to tell they’re ads, or that pretend to be interactive: fake buttons, system warning lookalikes, download icons in image ads, and moving or clicking arrows.

WILL A MISLEADING AD DESIGN VIOLATION SUSPEND MY ACCOUNT?

Not right away. Google issues a warning at least 7 days before any suspension.

WHAT CHANGED IN THE AUGUST 2026 MISLEADING AD DESIGN UPDATE?

Google added examples and clarifications to the policy article. The policy itself didn’t change. Enforcement is the new part.

HOW DO I FIX OR APPEAL A DISAPPROVED IMAGE AD?

Edit the ad to remove the element that breaks the policy and save it for re-review, or appeal from your Google Ads account if you believe the ad complies.

DOES FINAL URL EXPANSION SEND TRAFFIC TO ANY PAGE ON MY SITE?

It can send people to other pages on your domain that Google thinks fit the search better. You can add URL exclusions, or turn it off.

HOW DO I TURN OFF FINAL URL EXPANSION BUT KEEP AI MAX ON?

Open your Search campaign settings, go to AI Max, uncheck Final URL expansion under Asset optimization, and save.

SHOULD I TURN OFF GOOGLE ADS AI MAX?

We don’t. We keep AI Max on for Search and turn off only Final URL expansion, so paid clicks land on the pages we built for ads.

WHY ARE MY PINNED RSA (RESPONSIVE SEARCH AD) ASSETS BEING IGNORED?

Pinned assets aren’t used when Final URL expansion picks a different page. Turn off Final URL expansion to keep your pins working.

WHAT HAPPENS IF IT TURN OFF TEXT CUSTOMIZATION?

It also turns off Final URL expansion, since URL expansion depends on it.
